MANORVILLE BREEDER ARRESTED FOR NEGLECTING DOGS AND PUPPIES

John Kowal, owner of Blue Ribbon Puppies in Manorville, was arrested for animal neglect after inspectors found poor conditions and inadequate care for 23 dogs and puppies during a visit in February 2026. The inspection revealed issues such as living in unsanitary conditions, freezing water, insufficient space, and inadequate heating. Several animals lacked proper vaccinations and veterinary care. Kowal was arraigned on 23 misdemeanor counts and released due to bail laws. He is scheduled to return to court on March 24, 2026.
